What HOA management involves
HOA management is the administration of a homeowners association on behalf of its board: billing and collecting levies, managing the estate's finances, coordinating common area maintenance, administering the architectural and conduct rules, and keeping the association compliant with the CSOS Act and its own governing documents.
A homeowners association governs full-title erven, which makes it different from a body corporate in an important way. Its authority comes from its Memorandum of Incorporation or constitution and the rules owners agreed to on transfer, rather than from the STSMA. Getting enforcement right therefore depends on knowing the association's own documents, not just the legislation.

Why estates use a managing agent
Consistent standards are what keep an estate looking like an estate, and consistency is difficult for a volunteer board to sustain across changing committees. A managing agent applies the same process to every household, every month, regardless of who is on the board that year.
The other reason is cash flow. Late and unpaid levies are the single biggest threat to an estate's ability to operate, and arrears are far easier to manage at 30 days than at 300.

What does an HOA management company actually do?
An HOA management company handles the day-to-day running of a homeowners association on behalf of its board: financial administration, levy collection, maintenance coordination, rule enforcement, governance support and resident communication, so volunteer board members are not carrying the full operational load themselves.
Does City Accommodations handle levy collection and arrears?
Yes, and it is usually the first thing a struggling estate needs fixed. We issue monthly statements, run structured reminders and escalate in line with the association's governing documents and applicable law.
Where the board resolves to hand a matter over, we prepare the file for attorneys. The board receives a monthly arrears age analysis so the position is always visible rather than discovered at year-end.
Is HOA management regulated in South Africa?
The association itself is. A homeowners association is a community scheme under the Community Schemes Ombud Service Act 9 of 2011, so it registers with CSOS, pays CSOS levies and its disputes are resolved through CSOS.
If the association is incorporated as a non-profit company, the Companies Act 71 of 2008 and its Memorandum of Incorporation apply. Managing agents fall under the Property Practitioners Act 22 of 2019, which requires PPRA registration and a Fidelity Fund Certificate.
Do you manage both small estates and large developments?
Yes. The governance obligations are the same at both ends; the volume is not. We scope the account to the size of the estate, the number of erven and the extent of the common areas, and we are candid at the quoting stage about what level of service the budget supports.
How do we switch our HOA to City Accommodations?
The board resolves to terminate the existing agreement on its notice terms and to appoint us. The outgoing agent hands over the financial records, the member register, the levy roll and arrears position, service contracts, insurance policies, the MOI or constitution and the estate rules, and the CSOS registration.
We reconcile the opening balances, load the estate, and brief the board on what the handover revealed. Most transitions complete within 30 to 60 days.
